President of Uzbekistan Calls for Creation of a Global Social Justice Fund

At the second UN World Summit for Social Development held on November 4 in Doha, the President of Uzbekistan, Shavkat Mirziyoyev, proposed the establishment of a Global Social Justice Fund to support poverty reduction programs.

Shavkat Mirziyoyev noted that Uzbekistan's updated Constitution enshrines the country's status as a social state. A National Social Protection Agency has been established, consolidating disparate programs into a unified system. This new model encompasses all levels of society. The leader of Uzbekistan reported that the poverty rate in the country has been reduced from 35% to 6.6% in recent years and assured that reforms in this direction would continue.

According to the UN, 1.1 billion people currently live in poverty, requiring joint efforts to reduce social inequality. The President of Uzbekistan called for the creation of a Global Social Justice Fund - a new financial architecture for the fight against poverty - to channel resources into social programs in developing countries and provide practical assistance in reducing social inequality.

Shavkat Mirziyoyev also proposed the development of a Global Initiative on Social Responsibility and Decent Work. This is particularly relevant against the backdrop of rising unemployment, which, according to the International Labour Organization, increased by 5% in 2024.

In his speech, the President of Uzbekistan emphasized the importance of education. He pointed out that illiteracy causes an annual loss of US $1.4 trillion to the global economy. He proposed hosting one of the upcoming summits in Uzbekistan, making education the central theme of the agenda.

The leader of Uzbekistan also initiated holding an International Forum on Social and Legal Protection of Migrants and Their Families in Uzbekistan next year. With over 300 million labor migrants worldwide, many of whom face rights violations, this issue is of critical importance.

"Our primary duty is to restore social consensus on the path of international development and create a decent standard of living for every person," the President emphasized.

    "We already have successful experience in organizing trade union education. This year over 400 people from six countries participated in the GCTU’s first two educational programs. The idea to launch such programs came directly from the requests of our member organizations. Internships are another in-demand format, especially among young people. They provide an opportunity to personally visit international organizations and see their work from the inside," said Viktor Pinsky.

Above all, it is an opportunity to once again reflect on the role of women in the world of work and in global development as a whole. Today, women perform 55% of the world’s total labor. They work longer hours than men—by 6 to 13 hours per week—and still earn less: on average, women’s wages amount to 66–84% of men’s wages, depending on the country. There is objective evidence that the more a country values women’s labor and the smaller the gender pay gap, the more developed its economy. A special issue is the “invisibility” of women’s domestic and, as experts call it, reproductive labor. This is why trade unions should continue to fight for justice for working women.
