The Path to Digital Sovereignty: Kazakhstan Plans to Train One Million IT Specialists

Kazakhstan plans to train one million people in IT and AI skills over five years. This was announced by the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan. Currently, over 200,000 specialists work in the IT sector, of which approximately 20,000 are AI specialists.

To achieve this goal, the Tech Orda program has been launched, which has already trained around 9,000 individuals in IT skills. At the TUMO Center for Creative Technologies, teenagers aged 12-18 can master animation, programming, 3D graphics, and generative AI free of charge. For civil servants, the AI Qyzmet program has been launched, focusing on the ethical and effective integration of AI into public administration. The QazCoders program offers programming and AI courses with no age restrictions.

Today, over 90% of government services in Kazakhstan are provided online. Platforms like eGov, Smart Data Ukimet, Digital ID, and Alem.AI ensure their convenience, accessibility, and security.

"2025 has become the year of the digital leap. We are building digital sovereignty by creating technologies that are born here but serve the entire region," stated Zhaslan Madiyev, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

The idea to launch such programs came directly from the requests of our member organizations. Internships are another in-demand format, especially among young people. They provide an opportunity to personally visit international organizations and see their work from the inside," said Viktor Pinsky.

Above all, it is an opportunity to once again reflect on the role of women in the world of work and in global development as a whole. Today, women perform 55% of the world’s total labor. They work longer hours than men—by 6 to 13 hours per week—and still earn less: on average, women’s wages amount to 66–84% of men’s wages, depending on the country. There is objective evidence that the more a country values women’s labor and the smaller the gender pay gap, the more developed its economy. A special issue is the “invisibility” of women’s domestic and, as experts call it, reproductive labor. This is why trade unions should continue to fight for justice for working women.
