Draft Law "On Platform Employment": GCTU Proposals Included

The draft Model Law "On Platform Employment" was considered at the spring session of the Interparliamentary Assembly of the CIS member states.

The event took place on May 21–22 at the Tavrichesky Palace in St. Petersburg. During the 60th plenary session, the "Prospective Plan for Model Legislation of the CIS IPA for 2026–2028" was adopted. At the initiative of the General Confederation of Trade Unions (GCTU), the document includes the preparation of a new edition of the Model Law "On Social Partnership."

The session also reviewed laws such as "On the Status of the Human Rights Commissioner," "On the Protection of Children from Information Harmful to Their Health and Development," and discussed new editions of model legislative initiatives on strategic planning, platform employment, countering domestic violence, and others.

The Model Law "On Platform Employment" is strategically important for the development of the economies of the CIS countries, and its adoption is a priority for the GCTU, which advocates for decent employment in the labour market amid modern challenges.

The GCTU worked on the document as part of a special group. During the discussions, more than 120 amendments were included. At the initiative of the GCTU, social standards that serve as benchmarks for the national legislation of not only the CIS member states were included, and the chapter on the self-employed was excluded.

This year, a GCTU delegation participated in the work of the Interparliamentary Assembly of the CIS member states. For the first time, it included participants in the international internship project for trade union youth from Belarus, Kyrgyzstan, Russia, and Uzbekistan, organized by the GCTU in cooperation with the CIS IPA and the State Duma of Russia.

    June 30, Dushanbe, Tajikistan – The work on developing model labor legislation within the CIS format was discussed during a meeting between Viktor Pinsky, Chairman of the Commission of the Russian State Duma on Regulations and Organisation of State Duma Activities and General Secretary of the General Confederation of Trade Unions (GCTU), and Makhmadshokh Gulzoda, Chairman of the Committee on International Affairs, Public Associations, and Information of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan. The meeting, held today in Dushanbe at the Parliament of Tajikistan, was also attended by other deputies of the Tajik Parliament: Orip Amirsoda, Chairman of the Environmental Commission; Naima Solizoda, member of the Commission on Deputy Ethics; Karakhon Chillazoda, Chairman of the Federation of Independent Trade Unions of Tajikistan; and Margarita Usova, Deputy General Secretary of the GCTU.
